From the official guidebook:

Glass enclosed 'Sky-Streak' elevators zip up the sides of the observation tower and it's lower neighbor, where refreshements are served; on a clear day visitors can see much of the metropolitan area. A third tower is a lounge area for visiting dignitaries.
